The Human Resources and Organisation Directorate operates under the authority of the President of the High Court of Cassation and Justice.
The Human Resources and Organisation Directorate is staffed by assistant magistrates, specialist auxiliary staff, civil servants and contract staff, in accordance with the Staff Regulations.
The Human Resources and Organisation Directorate is headed by a Director, with the rank of Assistant Chief Magistrate, appointed by the President of the High Court of Cassation and Justice.
The following departments are part of the Human Resources and Organisation Directorate:
- Office of Human Resources and Organisation for the High Court of Cassation and Justice;
- Human Resources and Organisation Service for the Courts;
- Competitions and Evaluation Office.
The Office of Human Resources and Organisation for the High Court of Cassation and Justice performs the following tasks:
- prepares draft orders issued by the President of the High Court of Cassation and Justice in the exercise of the powers laid down by law concerning the staff and organisation of the High Court of Cassation and Justice;
- draws up and updates the staff and personnel lists of the High Court of Cassation and Justice;
- substantiates the proposal of the President of the High Court of Cassation and Justice concerning the establishment of the maximum number of posts for the High Court of Cassation and Justice;
- keeps records of vacant and occupied posts by category of staff and ensures that this information is updated monthly on the website of the High Court of Cassation and Justice;
- carries out the necessary work for the recruitment, promotion and termination of service of the staff of the High Court of Cassation and Justice;
- compiles and manages the professional files of the staff of the High Court of Cassation and Justice, with the exception of those belonging to judges, ensuring the confidentiality of data;
- draws up the retirement files for staff of the High Court of Cassation and Justice;
- draws up the necessary documents for the settlement of appeals against administrative acts establishing or amending the salary rights of the staff of the High Court of Cassation and Justice;
- issues the certificates required by law for employers;
- liaises with the Superior Council of Magistracy, the National Agency of Civil Servants, the Labour Inspectorate and other public institutions in order to carry out the specific tasks of the human resources activity related to the staff of the Supreme Court;
- carries out, in its field of activity, any other task ordered, according to the law, by the President, the Vice-Presidents of the High Court of Cassation and Justice and the Governing Board, as well as by the Director of the Human Resources and Organisation Directorate.
The Human Resources and Organisation Service for the Courts performs the following tasks:
- it prepares draft orders issued by the President of the High Court of Cassation and Justice in the exercise of the powers laid down by law concerning the human resources and organisation of the other courts;
- checks and submits to the President of the High Court of Cassation and Justice for approval the function and staff lists of the courts;
- seeks the opinion of the Section for Judges of the Superior Council of the Magistracy to proposals for increases or reductions in the staffing levels of courts of appeal, tribunals, specialised courts and judges, and proposes to the President of the High Court of Cassation and Justice that they be approved by order, if this opinion is obtained;
- constantly monitors the balancing of the workload of the courts and, where necessary, makes proposals for the redistribution of posts between courts, drawing up the necessary work, with the opinion of the Section for Judges of the Superior Council of the Magistracy;
- draws up the necessary papers for the settlement of appeals against administrative acts establishing or amending the salary rights of judges and judicial assistants;
- performs any other task in his or her field of activity ordered, in accordance with the law, by the President or Vice-Presidents of the High Court of Cassation and Justice, by the Governing Board or by the Director of the Human Resources and Organisation Directorate.
The Competitions and Evaluation Office is headed by a Head of Office with the rank of Assistant Chief Magistrate.
The Competitions and Evaluation Office performs the following tasks:
- it prepares the work necessary for the fulfilment of the tasks incumbent on the High Court of Cassation and Justice in the organisation of competitions or, where appropriate, examinations to fill vacant posts in its staff establishment plan;
- perform the tasks necessary for the proper and timely performance of the periodic evaluation of the work of the staff of the High Court of Cassation and Justice, by category of staff, with the exception of its judges;
- collaborates with all the internal structures of the High Court of Cassation and Justice on staff training activities and undertakes all activities within its sphere of competence to organise them in good conditions;
- carries out any other task in its field of activity ordered, in accordance with the law, by the President or Vice-Presidents of the High Court of Cassation and Justice, the Governing Board or the Director of the Human Resources and Organisation Directorate;
- provides logistical support and keeps records/ registers for the members of the performance appraisal committees of judges of the courts of appeal appointed by the Governing Board of the High Court of Cassation and Justice.
